The Office of Planning and Budget is one of the university’s key strategic units, responsible for planning, preparing, allocating, monitoring, and evaluating the university’s budget and operational plans. Based on the university’s overall policies and objectives, this office seeks to ensure that financial and budgetary resources are allocated and used efficiently, purposefully, and in line with institutional priorities.
Main Duties and Authorities
- Preparing and drafting the university budget and coordinating the annual budgeting process with relevant departments and units
- Monitoring budget consumption, controlling expenditures, and assessing the progress of programs and activities
- Communicating approved allocations and distributing budgets among university units
- Preparing, reviewing, and exchanging detailed current and capital budgets
- Following up on the acquisition of budgetary credits and financial resources
- Reviewing organizational responsibilities and workflows to prevent duplication and overlap
- Conducting organizational studies to estimate the university’s human resource needs in cooperation with the Office of Administrative and Support Affairs
- Proposing improvements in work methods, administrative transformation, and productivity enhancement
- Preparing and revising the detailed organizational structure in coordination with relevant units and authorities
- Preparing and analyzing statistical data on the university’s activities, personnel, and budgetary resources
- Monitoring and managing institutional information and performance indicators, and reporting to the Ministry of Science, Research and Technology and other relevant bodies
- Identifying employees’ training needs and implementing staff development programs
- Actively participating in councils and committees and providing opinions on related matters
- Supporting and supervising productivity, administrative transformation, suggestion systems, and quality management initiatives
- Preparing, reviewing, and updating the university’s strategic document, mission, vision, values, and long-term goals
- Developing, evaluating, and revising the university’s long-term and operational plans in line with the strategic document
- Following up on the University Board of Trustees’ decisions and resolutions
- Performing other duties assigned by the higher authority
